Bosnia and Herzegovina

In addition to capacities and resources of local communities and other government levels being insufficient, needs identified at local level are overwhelming as well. RMAP_2006 therefore provides technical and financial assistance to local communities for implementation of priority projects which aim to strengthen respect and enjoyment of human rights and to improve the quality of living within local communities.

While the RB assessment and planning process itself has already brought about changes in awareness, capacity and attitudes of municipal stakeholders, provision of seed funds for implementation of prioritized projects from the adopted development strategies further demonstrate to local communities that the change is possible and within their reach. Support is given in particular to projects which address poverty, social exclusion, marginalization, and thus contribute to ensure respect of human rights in development. 

The adoption of finalised strategies by the respective Municipal Assemblies (MA) is a precondition for municipalities to be included in the RMAP implementation component. Within the implementation process a series of capacity building and training is provided to local administration and implementing partners, which is structured as “learning by doing” and builds up basic project management skills of BiH municipalities. Building such capacities also envisages contributing to the strengthening of local absorption capacities needed for future municipal engagement with the upcoming pre-accession EU funding.

Per municipality RMAP  provides approximately US$ 30,000 - 50,000 of seed-funding, while municipalities are expected to contribute with a minimum 20% of the overall cost of the projects. Till the end of 2007, RMAP will assist in total 15 municipalities in the selection and implementation of jointly identified priority projects and will disburse more that US$ 500,000.
